Introduction:
Councillors in Bulawayo have expressed worry about the prolonged completion of the Luveve Road rehabilitation project. The project’s slow progress was discussed in the recent council meeting, where concerns were raised regarding the reasons for the delays, availability of funds, and the need for effective management. These concerns emphasize the importance of prompt action and efficient project oversight to ensure the successful implementation of infrastructure projects in the city.
Questions about project progress:
Councillor Felix Mhaka voiced concerns about the lack of progress in rehabilitating Luveve Road. He questioned whether the delays were caused by the contractor’s performance, financial constraints, or a shortage of equipment. Mhaka also sought clarification on the disbursement of funds allocated for the project and how the finance department was acquiring foreign currency for equipment procurement.
Call for additional funding:
Deputy Mayor Mlandu Ncube acknowledged the work accomplished so far on Luveve Road but stressed the need for additional funds to hire a contractor. Ncube suggested that funds should be obtained to resurface Matshobana Road before moving on to Makokoba Road (Engen Road). This proposal highlights the importance of allocating sufficient resources to address the infrastructure needs of different areas within the city.
Concerns about project timeline:
Councillor Tawanda Ruzive expressed doubts about the project being completed within the expected timeframe, considering its current slow progress. Ruzive’s concern draws attention to the need for efficient project management strategies that prioritize timely execution. Delays can significantly inconvenience the public, affect economic activities, and impact the overall reputation of the municipality.
Factors contributing to the delays:
Skhumbuzo Ncube, the Director of Engineering Services, attributed the delays to technical challenges encountered during the project. He also mentioned difficulties faced in acquiring equipment due to contractors pricing their services in foreign currency. Furthermore, Ncube highlighted an unexpected obstacle—an underground stream—that hindered progress when the ground was wet. He emphasized the need to create a drainage system to manage water flow from the trenches.
Availability of project funds:
The finance department acknowledged the critical nature of the Luveve Road project and assured that funds were available for its completion. The department is working closely with the engineering department to address the financial challenges associated with the project
