The Zimbabwe Revenue Authority (ZIMRA) has announced a Flexible Customs Administration Mechanism aimed at easing the return of Zimbabweans from South Africa by offering duty-free clearance for personal belongings, rebates on pre-owned business equipment, and duty suspension on one motor vehicle, subject to existing regulations. The arrangement, approved by the Ministry of Finance, is intended to facilitate the repatriation of Zimbabwean citizens while maintaining customs compliance through verification measures.
According to the public notice, on June 30, returning residents will be allowed to bring in household goods duty-free, import used business equipment under rebate facilities, and clear one vehicle under duty suspension, although Value Added Tax (VAT) will still be payable. Authorities say they will also verify applicants’ travel histories and residency status to prevent abuse of the scheme.
However, while the customs relief may provide financial assistance to returnees, the announcement has also exposed what critics describe as a lack of preparedness by the government. The policy comes at a time when thousands of Zimbabweans face uncertainty following immigration developments in South Africa, yet authorities have only now outlined customs procedures without presenting a broader national reintegration plan.
Questions remain over where returning citizens will be accommodated upon arrival, what immediate welfare assistance will be available, and how those without employment or family support will be assisted. There has also been no public announcement detailing healthcare, temporary shelter, transport or job placement programmes for those expected to return.
While facilitating customs clearance is important, successful repatriation requires more than waiving import duties. Government should have announced a comprehensive response well in advance, addressing humanitarian support, accommodation, and economic reintegration instead of focusing primarily on customs administration after the prospect of large-scale returns had already become apparent.
As the country prepares for the possible return of more of its citizens, the effectiveness of the government’s response will ultimately be measured not only by how easily belongings cross the border, but by how well returning Zimbabweans are supported in rebuilding their lives at home.
